Need help with making an image for a project!

Ok guys, I am making a big movie project and I need to make a title screenshot.

I need that frame, or a similar pic that just has that Law and Order logo, and I need it to say "Shakespeare Victims Unit" below it in smaller white text.

Kinda like this:

Except the "Criminal Intent" would say "Shakespeare Victims Unit"

If anyone has photoshop or any program that can do something like this it will be much appreciated!

I'm also trying to figure out how to make screenies that will transition the segments. On Law & Order, there are these black screens, and they have like the time, the location, and what has been reported in white text.

I will post details on what they need to say, but does anyone know how I could do that? I tried with paint, but the text feature is GHEY on it.

I threw something together for you, I couldn't get the real font. If anyone else can, it's called "Friz Quadrata"

If you don't like it, I won't be offended, it was a really quick make up.
